Inner Line Permits are required for certain inner areas of Kinnaur and Spiti; Himachal Tourism states permits are issued through authorities including SDM Manali, SDM Reckong Peo, the Deputy Commissioner at Keylong and the Deputy Commissioner at Reckong Peo.   • July to mid-September is commonly underestimated for Shimla, Kufri, Manali and other lower or mid-altitude areas because monsoon rain can bring mist, landslides and road delays.
